In this formula, adoption data counted for 37 per cent, while product sales made up 63 per cent. As a result, the rankings showed not only how many pets were adopted but also how much people spend caring for their dogs. In addition, this method highlighted communities that actively support pet care. Therefore, both adoption efforts and everyday pet spending were included in the final results. Overall, this approach helped identify the cities that show strong love and dedication toward their dogs.
