State Halts move to ban dog breeds after center’s missive.

The central government had instructed the states to ban ferocious dogs import, sale and breeding but it was put on hold after the union government informed this to the state government following the decision of two superior courts.

A circular prohibiting import, breeding, and sale of 24 dog breeds was issued by the central govt’s department of animal husbandry and dairying on March 12, a Senior AHVS official said on Wednesday, adding that all states should implement it.

However, days later some organizations in Delhi and Karnataka also went to court challenging the circular issued. The courts directed the states to stop the implementation of ban “until further orders.” This circular by the central government has been overruled by both courts.

“We prepared a draft to be sent to the government for approval. We also suggested fines for people who do not pay oney. However, we got a formal communication from the government union through the Principal Secretary, instructing us not to proceed.” He inquired.

On June 1, the Union Government will seek written responses or objections from registered organizations and stakeholders based on scientific rationale. This is in compliance with the directions of the court. This relates to the proposed prohibition of breeds considered dangerous according to an expert committee chaired by the Commissioner of Animal Husbandry.

According to the officer, pit bulls, rottweilers, terriers, mastiffs, and mix-breeds are suggested as becoming part of the 24 breeds against which a ban is recommended. “We shall wait until the ban is enforced; it will only be done after consent from the central government”, he added. It was also mentioned that the state would consider the inclusion of specifics concerning breeds during the animal census.

In goa during the past year, there were many cases of dog bites such as the taleigao incident where a rottweiler attacked two little children causing them serious damages. On the basis of this, Chief Minister Pramod Sawant had declared that the state will outlaw aggressive dog breeds.
