The Putnam County Sheriff’s Office carried out a rescued dog surgery case after deputies found five dogs living in severely neglected conditions. Deputies reportedly found one dog in critical condition, with a chain that had become embedded around her neck, and veterinarians ended up removing it surgically at a hospital.
Deputies responded to a residence on Washington Street after getting complaints about “deplorable conditions” at the property. Investigators later turned up several dogs that were dehydrated and dealing with medical problems, and one female dog looked like she was in severe distress.
There was no way to remove it normally,” the sheriff said in a public statement, saying that the chain had become so tight and old that it had “grown into her skin”.
Veterinarians carried out urgent surgery to remove the chain and to provide immediate care. Animal welfare experts add that lots of pets end up with embedded collars when owners don’t loosen or take off collars and chains as the animals keep growing over the years.
In spite of her discomfort, the dog stayed pretty calm while animal control officers and veterinarians attended to her, officials said.
The sheriff’s office said it hoped that the animal would make a full recovery after going through a “horrid ordeal”, as they put it.
Putnam County Animal Control detained the other four dogs. The officials said the animals were very dehydrated and kinda neglected, which is not great.
Right now, the veterinary team is watching the rescued dogs closely and giving them treatment for any injuries they may have picked up.
The owners of the dogs were found to be 40-year-old Marcel Plowden. He was arrested when he was allegedly back on the property Thursday afternoon.

Sheriff DeLoach urged residents to report any animal abuse or neglect right away, because the earlier it’s noticed, the better, really.
